Hoare ’85 Named Gov. Cuomo’s Deputy Secretary of Legislative Affairs

Frank G. Hoare ’85 has been appointed the new deputy secretary of legislative affairs for New York Governor Andrew Cuomo ’82. In this role, Hoare will serve as the governor’s liaison to the state Legislature.

Hoare was previously general counsel for the New York State Division of Homeland Security and Emergency Services. In a statement, Gov. Cuomo described Hoare as an “experienced and exemplary” public servant who has a track record of “leadership and dedication to the people of this state.”

Hoare is also currently a lieutenant colonel with the U.S. Army Reserve and serves on the legal staff of the Chairman of the Joint Chiefs. He earned a Bronze Star for his service in Iraq and received the Defense Meritorious Service Medal for his work as a legal advisor to the Afghan National Army during his deployment to Afghanistan. Additionally he has served in Kuwait, Bosnia, Germany and Panama.

His past state appointments include deputy attorney general for regional affairs and deputy counsel to the attorney general. He was also a partner at the Albany firm Featherstonhaugh, Wiley & Clyne, LLP.

Hoare graduated from the University at Albany in 1982 and Albany Law School three years later. He received Albany Law’s Distinguished Alumni in Government Award in 2012.

He is a member of the Bar of the State of New York, the Federal District Courts of New York, the 2nd Circuit Court of Appeals, the U.S. Supreme Court and U.S. Court of Military Appeals.
