Faculty, Students Published Widely in N.Y. Land Use Publications

Albany Law's land use experts on campus - faculty and students - have been leaving their marks on a range of New York zoning publications.

Most recently, Assistant Professor Keith Hirokawa and Andrew Wilson '10 wrote the lead article for West's January Zoning and Planning Law Report. The article, titled "Local Planning for Wind Power: Using Programmatic Environmental Impact Review to Facilitate Development," urges a strategic approach for wind power projects to resolve the competing pressures between building cost-efficient wind power and satisfying the requirements called for by environmental impact reviews.

Robin Wheeler, also from the class of 2010, wrote the lead article for the New York Zoning Law and Practice Report, called "Zoning for Home-Based Businesses in New York." Wheeler examines the current mosaic of zoning throughout New York state municipalities, discusses case law around the topic, and recommends zoning that would strike the balance to encourage home-based businesses. Published by Thomson Reuters, the publication's editor-in-chief is Associate Dean Patty Salkin, director of Albany Law's Government Law Center.

Last fall, Professor Hirokawa served as "Issue Editor" for the New York Environmental Lawyer, a publication of the Environmental Law Section of the N.Y. State Bar Association.  The Fall Issue, focused on climate change, featured an article by Dean Salkin on local government's green efforts called "New York Local Governments Respond to Climate Change and Energy Efficiency."  The Fall Issue also included contributions from six Albany law students, a change made permanent for the upcoming Winter Issue by the creation of an Albany Law-heavy Student Editorial Board for the publication.

Professor Hirokawa notes that there are articles forthcoming that will continue to reflect the vibrant scholarship generated from Albany Law's faculty and students.
