Biography

Philip Bein is the New York City Watershed Inspector General and Senior Counsel working in the Environmental Protection Bureau of the New York Attorney General’s Office.  He makes policy recommendations and litigates to protect water quality in the City’s watershed and litigates on water-related matters for New York State.  He currently leads New York State’s litigation seeking cost recovery and natural resource damages from discharges of PFOA and PFOS in aqueous film forming foam at 69 sites within the State. He also has extensive experience in litigating administrative law issues in State and Federal courts.  Mr. Bein has practiced environmental law in the Attorney General’s Office since 1997.  He received his JD from the New York University School of Law, an MS in economics from the Massachusetts Institute of Technology, and a BA from Haverford College.
