Biography

Joel Schwarz is a  consultant/attorney specializing in privacy, cybersecurity, compliance and oversight (with a specialty in HIPAA compliance), as well as cybercrime response, and cyber intelligence. Joel possesses  a unique 360 perspective on privacy and cyber law and policy, as a former privacy/cyber prosecutor at both the state and federal level (New York State Attorney General’s Office & U.S. Department of Justice), a former Intelligence Community Privacy Officer (Office of the Director of National Intelligence & National Counterterrorism Center), as well as cybersecurity and privacy in the private sector, for MetLife and Natera. Joel also holds  technical expertise stemming from undergraduate work in computer programming and graduate work in Advanced Information Technologies. Joel is also an  Adjunct Professor at Albany Law School, where he develops and teaches Master’s and LLM courses on cybercrime, cybersecurity and privacy. He frequently speak and writes on privacy, data protection, cybersecurity, emerging technologies and intellectual property matters, and has published in a range of journals and online fora, to include The Hill, Bloomberg, Education Week, the International Association of Privacy Professionals’ Privacy Advisor, etc. Joel is also a  cybercrime/privacy expert for a local Washington, D.C. TV News station, providing insights and guidance on breaking stories. Finally, Joel is a  Co-founder and Board member of the Student Data Privacy Project (SDPP), a foundation focused on working with parents and school districts to protect student data privacy and hold EdTech companies accountable for safeguarding student data.

Joel has a forthcoming book focused on educating mid and senior-level executives, as well as the C-Suite and Board, on the technical, practical and legal aspects of cybersecurity, privacy and incident response, tentatively titled, “ From Main Street to C-Suite: Cybersecurity, Privacy and Working with Law Enforcement. ”
