Eamon Rock currently serves as Deputy Superintendent for Pharmacy Benefits at the New York Department of Financial Services, the State’s insurance and banking regulator. Now in his eighth year of state service he joined DFS as an Excelsior Public Service Fellow before rising through the ranks in the Office of General Counsel to become Deputy General Counsel where, before his promotion to Deputy Superintendent, his work concentrated on major litigation and special projects across the spectrum of DFS regulatory authority. Presently, as Deputy Superintendent he serves as New York's chief regulator of pharmacy benefit managers (PBM) leading the staff of the Pharmacy Benefits Bureau, which, in addition to its supervision of PBMs, is empowered to investigate spikes in the cost of prescription drugs. Prior to DFS Eamon interned for the Chief Bankruptcy Judge for the Southern District of New York and a District Judge for the Northern District of New York. Eamon is a magna cum laude graduate of Albany Law School and an All-College Honors graduate of Canisius College.
