  • Biography

    Mr. Liebman has returned to the GLC as a Government Lawyer-in-Residence. In this role, Liebman will work with the GLC faculty and staff to develop a greater visibility and focus on equine, racing and gaming law.

    Liebman, who has held high-level positions in state government for 30 years, most recently served as Governor Andrew M. Cuomo’s Deputy Secretary for Gaming and Racing, where he had overall responsibility for administration of gaming and racing matters in New York State agencies including horse racing, casino gambling, Lottery, and Indian Gaming issues.
