Biography
Linda Kingsley maintains a legal consulting practice in Rochester, New York focusing on issues faced by local governments; risk management and other corporate concerns. She also teaches State and Local Government Law at Albany Law School as an Adjunct Professor . She served as Corporation Counsel of the City of Rochester for 12 years where she supervised a large staff, administered a one million dollar plus annual budget; was responsible for advising elected officials as well as administrative department heads and often served as the Mayor's spokesperson to the media. Prior to that, she served as Corporation Counsel for the City of Binghamton. She was Counsel to the New York State Conference of Mayors focusing on both legal and government relations/lobbying issues and earlier maintained a legal practice in Albany, New York. Ms. Kingsley graduated from the State University of New York and received her Juris Doctor from Albany Law School. She has served as the Chair of the Municipal Law Section of the New York State Bar Association, and as a Board Member of the International Municipal Lawyer’s Association and the Monroe County Bar Association as well as a member of the Harley School Board. She is a frequent speaker and trainer on a wide variety of subjects including disaster preparedness, eminent domain, risk management, labor and personnel issues and municipal/police liability.
