Biography

Howard Zwickel is an Adjunct Assistant Professor and a Preceptor at Albany Medical College and the Alden March Bioethics Institute. He is also an Adjunct at SUNY Empire State College in the MBA Healthcare Leadership Program. Howard obtained his law degree from NYU Law School and spent much of his legal career at the New York State Attorney General’s Office where he held several supervisory positions including Bureau Chief of the New York City Litigation Bureau and Deputy Bureau Chief and Special Counsel of the Albany Litigation Bureau. He was also Deputy Commissioner and Counsel at the New York State Office of General Services.

At the New York State Attorney General’s Office, Howard handled complex litigation in both the federal and state courts, including significant cases in the areas of public health and social welfare, constitutional law, administrative law, and Native American law. Howard has argued major cases in the federal and state appellate courts and the U.S. Supreme Court. At the Office of General Services, Howard was chief legal counsel to a state agency that handles procurement and real property transactions for the State.

At Albany Medical College and the Alden March Bioethics Institute, Howard co-teaches Justice in Health Care and is a Preceptor for Health Care and Society. At SUNY Empire State College, Howard has taught course in Strategic Corporate Communication and Interprofessional Collaboration, Health Law, Legal Aspects of Entrepreneurship, Case Studies in Bioethics, and Competencies for Healthcare Ethics.

Howard has been a guest lecturer at Albany Law School on topics including State Apology Laws and Native American Law. At the Attorney General’s Office, Howard gave several CLE presentations including on the Eleventh Amendment and Damages in Civil Rights cases.
