Using the Internet to Access and Update Federal Regulations through GPO Access

Note: Relevancy ranking is indicated by number, with 1000 being the highest. Documents will be in ascii format (.txt), in Adobe Acrobat format (.pdf), or as summaries (summ) which are ascii text documents containing the first 100 lines of a document. Defaults for number of results to be retrieved is preset, but can be reset for up to 200. Note the date of the text of the appropriate section to determine what updating may be necessary. I.  To retrieve text of CFR at http://www.gpoaccess.gov/cfr/index.html
          A. By searching entire (current) set by keyword
                      1. Scroll to search window
                      2. Input search
                                  a. Put quotation marks around phrases
                                   b. Boolean searching may be used; connectors ADJ,
                                       AND, OR, and NOT may be used, but must be in
                                       capital letters.
                                   c. A citation may be searched, but must be in
                                       quotation marks (e.g. "40CFR260.10") This may be 
                                       truncated to "40CFR260" to retrieve all sections
                                       contained in a single part.
           B. By citation (from current and historical volumes) (You must have
               section or subpart number) using 
               http://www.gpoaccess.gov/cfr/retrieve.html
                        1. Select year
                        2. In the search area, fill in the title, part, section or
                            subpart numbers
            C. By searching selected titles or volumes (in current and
                historical volumes)
                         1. Select titles or volumes for specific year(s) by clicking
                             in the checkbox provided.  Press CONTINUE.
                         2. Enter search terms in the space provided. To limit search
                              to specific volumes, scroll to bottom of search page and
                              select specific volumes.
                                    a. Put quotation marks around phrases
                                     b. Boolean searching may be used; connectors ADJ,
                                         AND, OR, and NOT may be used, but must be in
                                         capital letters.
              D. Use the Beta Version of the Electronic CFR
                  (http://ecfr.gopaccess.gov/)

II. Updating the CFR using the List of  Sections Affected on GPO Access can
    be done either by browsing (by section or part number for revision
    information) or by searching (by keyword)
               A. Select link for LSA (current and historical)
               B. To retrieve a list of sections affected,  select Browse LSA.
                          1. Update a known CFR section by using the annual update
                              if necessary, the last month's update and the current
                              (month's) update. The current date will be included in
                               the current update. These updates can be selected from 
                               the list of available resources under Supplemental
                               Services on the left of the screen or by selecting a
                               specific issue from the screen on the right.  
                          2. The Federal Register page on which text appears will be
                               indicated  on the right of the search results screen.  In
                               the text version, if the annual issue spans two years,
                               the previous year will be indicated with the first
                               numbers indicating the year and the numbers following
                               the dash indicating the page number in the Federal
                               Register.  In the PDF version, the previous year's page
                               numbers appear in boldface type. 
                          3. To retrieve the page from the Federal Register, copy the
                               page number and click on the link
                               Retrieve a Federal Register Page.
                                           a.  Select the Federal Register volume (year)
                                           b.  Enter the Federal Register page number
                                           c.  Submit
             C.  To retrieve a list of sections affected, using the search feature 
                              1. Select the LSA (years) to search
                              2. Enter the search
                                              a. Put quotation marks around the phrases
                                              b. Boolean searching may be used: The 
                                                  connectors ADJ, AND, OR, and NOT may
                                                  be used, but must be in capital letters.

III. Use Regulations.gov to find, view and comment on proposed rules, 
      rules, notices and other materials from all federal agencies.
