After graduating from the University of Michigan Law School in 1994, Professor Breger practiced family law in a variety of agencies in New York City, most notably the Legal Aid Society, Juvenile Rights Division, Brooklyn office. There, she also supervised NYU law students in the Juvenile Justice Clinic. Professor Breger returned to the University of Michigan in 1999 to teach in the Child Advocacy Law Clinic. While in this position, she earned the L. Hart Wright Award for Excellence in Law Teaching in 2002. After returning to New York to teach at Albany Law School, she was awarded the 2005 Shanara Gilbert Award by the American Association of Law Schools (AALS). She was a clinical professor of law at Albany Law School until July 2010.

Professor Breger is the author of several law review articles and the co-author of the 2006 supplement and 2nd edition of the treatise New York Laws of Domestic Violence.
