Sandman Fellows studied whether and to what extent the elderly were the subject of abuse due to the use of New York state's then durable power of attorney law. In studying the issue, the Fellows uncovered evidence of the potential for abuse given the way the statute was then structured. The Fellows researched options for reform, focusing on how similar statutes were structured in other states, met with experts and practitioners in the field, and drafted a comprehensive report on abuse of the durable power of attorney and options for reform. The New York State Legislature, informed by the report, took action and amended the law, adopting in the process various options contained within the report. In addition, other state's legislators and policymakers requested the report. Overall, the report informed policy throughout the United States in a positive and substantive manner.
