James E. Kelly is a financial services attorney and consultant. Early in his legal career he was associated for several years with the Albany law firm then known as DeGraff, Foy, Conway, Holt-Harris & Mealey. In New York he served for 16 years in a series of senior legal and management positions at Dime Bancorp, Inc. (The Dime Savings Bank of New York, FSB), including as Senior Vice President from 1992 to 1997 and as Executive Vice President & General Counsel from 1997 to 2002. Since 2002 he has practiced banking law (including as an adviser on bank liquidations in Bosnia) and has also been a consultant to not-for-profit organizations (including as Interim COO at the Health Care Chaplaincy and as Interim CFO at the Brooklyn Academy of Music, both in New York City). During 2009 he was Senior Advisor to the Superintendent of Banking, State of New York, for federal financial regulatory reform and Congressional Oversight Panel matters. He is currently an independent Director and Chairman of the Audit Committee of TDAM USA Funds, Inc. and a Trustee of Albany Law School, and is a past Trustee of Learning Leaders and of the Brooklyn Academy of Music.
Mr. Kelly received a B.A., magna cum laude, from Princeton University, a J.D. from Albany Law School, and an M.B.A. with honors from New York University where he was a Stern Scholar.
