Albany Mayor Kathy Sheehan has appointed a new member to the Citizens’ Police Review Board (CPRB): Reverend Dr. Victor L. Collier.
Victor Collier is the pastor of Mount Olivet Baptist Church of Empowerment in Saratoga Springs. Reverend Collier is retired from the New York State Office of Mental Health, where he was a senior administrative analyst and associate computer analyst. Also in his career, he was a substance abuse counselor at Whitney M. Young Jr. Methadone Medical Maintenance Program, and a correctional officer at Albany County Correctional Facility. He served on the Albany County District Attorney’s Office’s Community Accountability Board, and successfully completed the Federal Bureau of Investigation Citizens Academy. He received bachelors, masters and doctorate degrees in African and Afro-American Studies from the University at Albany. He received his Doctorate of Theology and Honorary Doctorate of Divinity from Universal Life Church in Modesto, CA.
The CPRB is an independent body established by the City of Albany in 2000 to improve communication between the police department and the community, to increase police accountability and credibility with the public, and to create a complaint review process that is free from bias and informed of actual police practice. In a unique arrangement, the Government Law Center at Albany Law School provides substantial support services to assist the Board in its duties and responsibilities.
