Albany Law School student, Kathryn E. Basal, Troy, N.Y., has been chosen as the 2006 recipient of the Judge Bernard S. Meyer Scholarship administered by The New York Bar Foundation.
Basal was selected for her essay, "What's a Legal System to Do? The Problem of Regulating Internet Pharmacies," and its legal scholarship. The essay examines the attraction and relative ease of buying drugs online without a valid prescription from a healthcare provider in light of the increasing number of Americans without health insurance and the skyrocketing cost at traditional pharmacies. Recent action by the US Drug Enforcement Administration in an attempt to combat the ongoing development of illegal online pharmacies was discussed in the paper. In addition, current federal and New York State legislative proposals to deal specifically with the regulation of legitimate Internet Pharmacies was also examined and discussed.

Ms. Basal's essay discusses an issue of international significance with clear relevance to the legal community at large. The Meyer Scholarship is one example of the important and exciting initiatives that have been designed to stimulate the growth of The Foundation's endowment and better serve New York's legal profession, the justice system and the community."
Established in 2004, the $2,500 scholarship is available to second-year law students attending a law school in New York State who exhibit excellence in legal writing and advocacy skills. A reception will be held in the Albany law office of Meyer, Suozzi, English & Klein, P.C. on June 28, 2006 to honor Basal.
Judge Meyer was an associate Judge of the New York Court of Appeals from 1979 to 1986 and practiced with Meyer, Suozzi, English & Klein, P.C., from 1987 until his death last year. The Foundation is the charitable and philanthropic arm of the 72,000-member New York State Bar Association.
